Ensuring the Correct Standards Are Met to Address Safety-Critical Elements


To commence drilling or abandonment projects, oil and gas operators must ensure their well designs meet regulatory requirements and demonstrate they have applied the correct standards to address safety-critical elements. PPI provides clients with independent well certification services that meet the requirements of the US Bureau of Safety and Environmental Enforcement (BSEE). The BSEE ensures offshore oil and gas operations are conducted in a safe and environmentally responsible manner.

PE Certifies Purpose Appropriateness

Professional Engineers registered in a US state certify that the casing, cementing design or abandonment plan is appropriate for the purpose for which it is intended under expected wellbore conditions.

PE Certifies Design Satisfies Tests

Engineers certify that the design is sufficient to satisfy the tests and requirements of 30 CFR Sections §250.420, §250.423, §250.1712, and §250.1721 as applicable to each scenario.

PE Involved in Design Process

US registered Professional Engineers must be involved in the casing and cementing design process as well as abandonment plans and have sufficient expertise and experience to perform the certification.

More than 1,500 well design certifications have been performed by the PPI team for operators around the world, including numerous deepwater wells. We have certified offshore well designs for the United States, China, Israel, Cyprus, the Falkland Islands, Nicaragua, Morocco, Mauritania, Senegal, and Suriname.

Our experienced engineering team gathers essential information, identifies issues, and communicates with the customer to clarify any questions or assumptions. The final report for each design is approved by a PPI Registered Professional Engineer.

Performance Assurance Studies and Workshops


A key component in design review and verification is performance assurance studies and workshops. These serve to assess the functionality of assets to ensure they will operate as expected, minimizing risks and maximizing performance. PPI specialists execute and lead various design performance assessments including the following:

  • Risk-based studies to determine possible accidental events using the integrated application of failure modes, effects and criticality analysis (FMECA) and hazard and operability analysis (HAZOP) methodologies.
  • RAM modeling, SIL verification, and RBI studies to identify the necessary risk reduction to meet the tolerable risk for specific hazardous scenarios.
  • Root Cause Failure Analysis (RCFA) used together with other reliability processes, such as RCM, to provide a holistic approach to asset failure prevention.
